BACKGROUND:
Ukraine has the potential to power Europe six times over with clean wind power – three times over within 10 kilometers of its transmission lines – thus Ukraine can be an energy shield for Europe. As we head into the winter in Ukraine where 60 percent of the electric infrastructure is destroyed, a diverse coalition is creating a Ukraine Energy Security Marshall Plan.
Taking inspiration from the historical Marshall Plan, Elected Officials to Protect Earth (EOPE) and its partners have developed the Ukraine Energy Security Marshall Plan. Legislation, regional diplomacy, and direct aid are the three main pillars of the Energy Security Marshall Plan for Ukraine, developed by a diverse initiative group of lawmakers, activists, government officials, and veterans from Ukraine, the US, EU, UK, Canada, and Australia.
The Plan emphasizes deploying distributed clean energy solutions, such as solar and wind, which are resilient against attacks, cost-effective, and rapidly deployable. For example, only 0.46 percent of Ukraine's solar and 0.4% of its wind potential is needed to meet the entire country's electricity needs (The University Technology Sydney, 2024).
Ukraine Energy Security Marshall Plan consists of three interconnected components -
1. Marshall Plan Policy:
Educate, inspire, and raise awareness for Ukraine Energy Security Marshall Plan legislation, starting in the United States, European Union, United Kingdom, and Australia, to include a comprehensive policy covering everything from financing to war and risk insurance to supply chains and training. This is the focus of our effort as policy and legislative improvements will create lasting impacts that expediently enable direct aid.
2. Subnational Cooperation:
Establish and strengthen Sister City and State partnerships to create the infrastructure and accountability for implementing the plan.
3. Direct Aid:
Provide Ukraine with immediate energy security assistance primarily through distributed energy, including solar, batteries, heat pumps, EVs, and technical training, including Tier 1 Mental Health support.
At a coordination meeting that came out of United Nations General Assembly/NYC Climate Week these participants were present: Ukraine Embassy Military attaché, Main Directorate of Intelligence of the Ministry of Defence of Ukraine, President's Office of Ukraine, Ukraine War Hero and international negotiator, UK Friends of Ukraine, UK Parliament staff, Special Advisor to the UK Parliament for the Environment, Bankers for Net Zero, Oxford University Net Zero Group, Europe Ukraine Energy Transition Hub, Prosperity for the Commons Finance, Roddenberry Foundation, Wallace Global Foundation, Rewiring America, German Marshall Fund, Truman National Security Project, Atlantic Council, ARC Public Benefit Company, Progress Humanity, National Public Radio, #AfghanEvac, Legion1 Energy, The Eurasia Center, Lubot Strategies, Kids Operating Room, One Earth, Ukraine, and climate funder/investors, U.S. Department of State, US Department of Energy National Laboratory, and elected officials from the UK and US.
Since the beginning of the war, Russia has earned $824 billion (EUR 752 billion) in revenue from fossil fuel exports. European Union countries purchased more than $210 billion (EUR 195 billion). Since the invasion, the average EU citizen has paid more than EUR 400 for Russian fossil fuels.
Ending Ukraine’s reliance on dictator-controlled fossil fuels is one of the most effective ways to curtail Vladimir Putin’s power worldwide.
Solar power is inherently resilient as any damage can be repaired in a day and immediately distributed again. To damage a wind turbine is like hitting a toothpick in the field given their dispersion and narrow profile. All 19 of the turbines recently built 100 km from the frontline are still operating. Additionally, a missile that can take out a wind turbine costs more than the turbine.
Elected Officials to Protect the Earth has leaders from the US, UK, EU and Ukraine who are working on the Energy Security Marshall Plan. They care deeply about protecting the planet and people.
